A natural dye. We found two different sources regarding this pigment code. Artiscreation mentions Rocella tinctoria also called orchella weeds (used for litmus paper).
Kremer Pigments lists NR28 as a natural dye or extract from a flower which was used in medieval illumination, chrozophora tinctoria. A very detailed and excellent description of Chrozophora is available here.
